Everyone's bodies adjusts as if this was always the case, but nothing else did, their clothing did not change. Men develop breasts, those old enough grow them near instantaneously.

This is tough to evaluate. I love the concept, and where it could go. However, I feel that you have restricted yourself a bit much with the world building rules, and have even ignored some. I'm not sure if I am misunderstanding, but in the prologue you say is can take months. A few paragraphs later, we have someone's transformation occur in a matter of minutesseconds.
Further, I think character depth could be explored, and transformation sequences be a bit better. I think this is partially due to some poor grammar and spelling.
There is potential, I just think you need practice, and to follow Word recommendations.
